A first order from the 18+ assortment almost always consists of a single item. The package arrives, and then it turns out there's no lubricant, no cleaner, and for battery-operated items, no batteries. The result is a second order, with a second shipping cost and another waiting period.
This can be avoided by assembling a complete basket in one go. Below are three versions, with prices as they currently appear in the store. They are intended as example calculations: the categories are interchangeable, but the structure remains the same.
The four components of a complete order
Each basket consists of the same four components. If you omit one, you'll miss it later.
The item itself. This is where most of your budget goes.
Water-based lubricant. Water-based is the safest standard choice because it can be combined with almost all materials, including silicone. Silicone-based lubricant can damage silicone surfaces.
A cleaner. Water and mild soap work for many materials, but a toy cleaner is faster and also works on items you can't fully submerge.
Power. For a battery-operated item: a pack of batteries of the correct size. For a rechargeable item: check if a cable is included.

At this budget, pay attention to the number of settings in the description. Twenty settings don't mean twenty different experiences: it usually involves a handful of speeds and a series of patterns around them. Special powders are only relevant for soft materials, not for silicone or ABS plastic. And a second fragrance or flavor variant of lubricant is nice but not necessary: start with neutral water-based, as it combines with most things.
Finally, consider one practical point: lubricant and cleaner run out, but the item doesn't. Therefore, order the bottles in a size that will last you for a while instead of the smallest bottle.
